It's just the average signal to the TV viewer that a weapon has run out of

ammo, regardless of the science or mechanics behind it. It's like how 
whenever a car runs out of gas on TV it always makes the same "clunka
clunka 
clunk" noise (didn't one of the Star Trek movies use that same effect when

Scotty sabotaged the engines on the Excelsior?).

What's really humorous is those shows where the hero is holding full auto 
rifle, like an M!6, and it makes a "click click click click click" noise
when 
it runs out of ammo, as if some kind of motor is running inside the thing 
frantically trying to fire an empty magazine. 

and then of course there's the "thwoop" noise that every single silenced 
firearm always make regardless of caliber.
