Nope. They mean "raise" as in increase the actors money. ;-)
Actually, having just read that sentence: "You're not supposed to raise
him, Jack.", and without having seen the episode yet for the context, I
would guess that "raise him" means being Turnip-head's father ... ie.
Jack is not meant to be Turnip-head's guardian / foster parent. That
would also explain why in an earlier flash forward he didn't want to
see the child Kate has.
