Rose was implying that the island has the power to cure someone if they
become sick, ill or injured.  Not that it has the power to prevent such
a thing from occurring.  We have seen certain instances where a
character has been 'miraculously' cured of their injury.  And where this
has not happen.  Rose was telling Bernard that the island should have
cured Jack of his appendicitis.  Rose believes that if you get sick, ill
or injured the island should cure you.
