Yep ... The skeptic would say ... Moses knew what was needed for this
group of people by way of laws and policies ... and to make them
listen ... put the force of God behind those principles ...
The believer would say ... Through Moses God told us what laws and
policies our society should follow ...

Either way ... the laws came first ... and the justification was made
that they were from God ... either through ruse or belief ...
