Even that small amount is a little too much for me.  It's the principle of
the issue.  I mean, the music has already been "paid for" when it was
integrated into the show, why should we pay again?

A similar incident of double-dipping occurred several years ago when radio
stations were essentially banned from carrying their signal online because
music right holders screamed that they needed to be paid for that
broadcast.
Excuse my, but radio stations have already paid for the music when they
license; why do they need to pay again for an online cast?

It's things like this that turn people to net piracy...

They have to essentially start all over again on the budgeting and
preproduction administrative side.  They have to go to all the music
publishers and clear, one by one.  Given that these publishers know that
the
release of the DVD depends solely on their approval they unfortunately
have
a lot of bargaining power.

Then everything like sales and cost will have to be reprojected and
rebudgeted - once they have a new unit price they will have to figure out
how many copies will sell at what price and how many to make.

If they started all this today the DVD would be out in 6 months to a year
from now.
