From what I understand, it was more of a case that it was stock footage
that was found and used just so that they could have a particular
building being blown up.  It was unfortunate in this case that Toei Co.,
Ltd. failed to notice a piece of WWII footage they did use for the
occasion had the 20th Century's worst monster ever to grace the side of
a building during the time Tokyo was bombed during the filming.

This is kinda simular to certain events in America's history that gets
used as stock footage for a lot of things, such as the "Tacoma-Narrows
Bridge" collapse that got used whenever they needed to show a bridge
collapsing in some film or a TV commercial or what-not.
