They probaby put Mandy in the Bubbles dress because of her blond hair. 
Mandy, however, would certainly make a fine "Hard Core" Bubbles, a la 
"Bubblevicious"! And Billy is almost dirty enough for Buttercup's part in 
"Down 'n Dirty"!

Actually, I suprised that nobody suggested Mandy as Blossom. On "Grim 
Adventures", Mandy is definitely the commander and the leader.
