Will old non-digital TVs have black bars all sides with SD?

I usually watch my digital feeds on my computer that is on my 19" LCD 
monitor (1280x1024) and my old 20" 4:3 CRT TV (connected via a VCR). I 
noticed that widescreen/HD will have two black bars (top and bottom) 
which is fine to me, but standard digital/SD has four bars (left and 
right beside the top and bottom). Example of a SD from a TV ad.:

I am wondering if these digital to analog converter boxes will have the 
same results. Is this going to mean that our SD video will be smaller, 
even in fullscreen? I know many old TVs, especially, from a decade ago, 
doesn't have zoom in option.
