  My faithful troll has arrived.  Good.  Now let's see that the IEEE
and NIST really say.  Both are quite blunt about what provides
protection - earth ground.  From the NIST citation:

  What must the effective MOV connect?  It must connect each AC wire
to earth ground.  Where is surge energy dissipated?

  The other citation shows what happens when a surge protector is too
close to appliances and too far from earth ground.  Surge is earth,
8000 volts destructively, via the adjacent TV.  Surge will find earth
ground.  Voltage will rise as necessary so that current will flow to
earth.  On Page 42 Figure 8, the surge voltage increases so that 8000
volts across TV2 was the path to earth.

  Had that surge been earthed before entering the building (protector
costs about $1 per protected appliance), then no surge would have been
seeking earth ground, 8000 volts destructively, via that two AC wire
TV.

  8000 volts?  Surge overwhelmed protection already inside that TV.
An MOV located between TV's AC wires would have done nothing useful.
Anything that would be useful on a TV's AC power wire is already
inside the TV.   TV protection means earthing before surges enter a
building. The protector is only as effective as its single point earth
ground.

  Meanwhile, ask Bud for manufacturer specs that actually claim
protection.  His complete 'magic box' solution will not even claim to
provide protection.  Bud cannot provide any specs because those
protection specs do not exist.  For maybe the 400th time - Bud, where
are those specifications?  Why do you never provide numbers that claim
protection.  Oh.  You are  promoting plug-in protectors - with no
earth ground connection.
