  Bud is promoting protectors that claim earthing is not required.  So
Bud forget to mention what the Emerald Book really says. IEEE Green
Book also demands earthing.  So three IEEE Standards - Red, Green, and
Emerald Books - all require earthing.  Why does Bud forget those
parts?  Profits are at risk.

  No earth ground means no effetive protection.  A protector is only
as effective as its earth ground.  Effective protection is one 'whole
house' protector connected short to earthing that meets and exceed
post 1990 National Electrical Code requirements.  How to make that one
protector even better?  Money wasted on plug-in protectors is better
spent on better earthing. .

  Where is the plug-in manufacturer claim for protection?  400
requests for that manufacture spec and Bud still cannot provide it?
It is an effective solution but the manufacturer will not even make
that claim?  Bud is promoting ineffective protector that are highly
profitable.  So Bud will even misrepresent what the IEEE defines for
protection.
