  Every responsible source says that surge energy must be clamped
(shunted, diverted, connected) into earth.  Earth is where surge
energy gets dissipated.  A protector that has no earthing must somehow
absorb or block a surge that even three miles of sky could not stop.
So me the protector that stops or absorbs what three miles of sky
could not block.

  Bud misrepresents what professionals (even the IEEE) state.   From
Bud's NIST citation says:

  Where is this ground that a plug-in protector diverts to?  It does
not exist.  Therefore the plug-in protector must somehow 'suppress' or
'arrest' that surge. Also called 'clamping to nothing'.  NIST says the
effective protector does not 'clamp to nothing'.  NIST says it clamps
(diverts) to earth ground.   NIST also says the plug-in protector is
useless when grouding is not done properly.  Essential is a low
impedance ground connection - which is why effective 'whole house'
protectors have that 'less than 10 foot' earthing connection.

  Bud says a plug-in protector 'clamps to nothing'.  Surge energy
magically dissappears?  Of course not.  Page 42 Figure 8.  That surge
energy finds a destructive path to earth;  8000 volts through a TV.  A
destructive surge always 'clamps to earth'.  Either without damage via
the 'whole house' protector or Ben Franklin's lightning rod,  OR
destructively via household appliances or the building.

  Another industry professional noted demonstrates surge protection
must be installed in "The Need for Coordinated Protection".  Figure 2
in this professional application note demonstrates that even
underground wires must be earthed to single point ground before
entering a building:

  A properly earthed 'whole house' protector accomplishes that.
Somehow a plug-in protector 'clamps to nothing'; makes  energy
dissappear?  Only Bud makes that claim.

  A protector is only as effective as its earth ground.  No earth
ground means no effective protection.  Therefore facilities that must
have no surge damage use only properly earthed protectors, even better
earth grounds, and no plug-in protectors.  These facilities install
only systems that actually can provide surge protection.  They don't
use plug-in protectors.
