First of all, plug-in suppressors are not required to have MOVs at all.
MOV suppressors are just *one* type of suppressor.  Series suppressors
do not have MOVs, and thus are not subject to MOV explosion or joule
limitation.

Second of all, suppressors with H-N, H-G, and N-G are *common-mode*
type.  UL does *not* require suppressors to be common mode.  In fact, in
the USA normal-mode (H-N only) is better.  Surges routed directly into
the ground wire (H-G) can damage modems.  Surges routed into the neutral
will arrive at the earth ground just as efficiently as those routed into
the ground wire.  This business that W_tom is talking about -- that wall
outlets are not grounded to earth at all -- is a different issue than
H-G versus H-N.
