why the 90 day rule on coupons for digital converter boxes?

IF i understand the rules correctly, it looks like the government
has screwed us again, in this case, the 90 day rule.  first i was
led to believe, from www.dtv2009.gov, that there were a limited
number of coupons available (quote "supplies are limited"); so
i placed my request in early january.  i received two couplons
in late march, but the expiration date is june 17, 2008.

this morning, our local TV cyber guru said the ECHOSTAR TR40
(with analog pass through) will be available in july for $40.

does anyone here know if the ECHOSTAR TR40 will be available
at an approved source before june 17, 2008 ???
