Dead link.  It redirects to some odd place and there is no content.

The technical people at most newspapers are just as incompetent as the
journalists are.  So are the managers.  I suspect this redirect is to
some password entry site that is badly coded.

Maybe what the article is about is the cable industry trying to rent out
more
cable boxes.  I do know that Comcast is scrambling the digital
transmission
of the digital over the air signals.
