Do CATV operators have to carry local originating HDTV signals

Comcast of Colorado Springs has been carrying the local HDTV signals
of the ABC, CBS, FOX, and NBC stations for at least the past 18
months.The QAM channels for those four move around a lot. After re-
scanning, I see that those four are no longer being broadcast.
