I've seen some worse.  Not only did they zoom in like that from video, but
they still had crystal clear high definition quality.  Yeah right.

Potentially a LOT of similar frames of the same view can enhance the
definition
and make zooming in deeper more feasible.  But they don't generally have
any of
that advantage in what they really get in forensics.  Usually they get
cheap
video from cheap lenses.  I have yet to see HD in the security camera
market.
