Sounds like the TV is set to receive signals from a source other than 
the cable.  The fact that you can see a setup menu tells you that the 
picture tube is in good working order.  Try plugging a DVD player or VCR 
into the set using the S-Video or composite video inputs.

If you see nothing on screen when you try to change channels or video 
inputs then you've got real problems that are not related to the picture 
tube.
