If the film is 4:3 it should be telecined to something like 4:3.  But if
one
is wanting to get more resolution than 480p24 can do, then pillarboxed
720p24
and 1080p24 is the only option since ATSC omitted any 4:3 high definition
formats.  If they do telecine to pillarboxed, they should be sure the
encoder
holds all side blocks at solid black with the smallest bit pattern that
can
compress an 8x8 block into black.
