If they are same-week reruns or otherwise not prime-time, this likely 
indicates a lack of HD time-****fting (record/playback) equipment.

There are two problems that cause this. First, the station has to buy a 
lot of equipment, and that costs a lot of money. Second, a couple of 
thousand stations have to buy a lot of equipment, all at the same time, 
and the manufacturers of studio-quality equipment can only make them so 
fast.
