But as you watch that channel you will see ads, trailers, and old
reruns that do not fill the screen, that have various and sundry black
bars.

Yah, old channel 13/13.1 in Los Angeles broadcasts new-ish episodes of
Stargate that way.  I assume it's because it's cheaper, somewhere,
somehow.
