Depends on what DVR you have. My SA lets me set it up so the remote
changes 
the volume on the DVR not the TV. Just set the TV volume about 1/2 way up.

On my Comcast remote you push MENU twice to get into the setup screen. Set

the volume to VARIABLE, not FIXED.

If you start getting distorted sound, the TV volume is set too low.
