  Because sometimes they transmit standard def subchannels, which are not
high def.  In fact, they are often letterboxed in standard def.

  They believe that having many channels is better than having quality.
Sometimes they even transmit a standard def copy of the "HD" program on
a different subchannel.

  They reduce the bit rate for the HD channel to make room for more
channels.

  Image quality is apparently not one of their goals.
