If the upconversion of a DCT block, normally done at 8x8 pixels, is done
directly at 18x18 pixels (for 480 to 1080 as an example), then this
removes
some steps that could add artifacts to the picture.  The results could be
a smoother quality upconversion.  This would only be useful if it goes
directly to the display's native geometry (e.g. not so good for TVs with a
1366x768 native grid).
