Some film production has been shot at 29.97 so it matches NTSC video.

I've heard of some other reasons, too.  If it looks smoother on TV to have
more frames (even if they are interpolated electronically) then film shot
at a higher frame rate and projected as such should look better in the
same
way, as well.
