One of those issues is that it would swamp the coupon program that was
expected
to be used only for the TV sets that don't use cable, or later only
households
that don't use cable.  With the extra demand for CECBs due to cable, even
if it
only the basic tier customers, there could be a lot of unhappy people who
don't
get a coupon for their OTA usage when the program runs dry.  Maybe the
cable
industry is conspiring to cause that to drive more customers to cable from
OTA?

OTOH, maybe it's just that cable execs realize they will need to supply
STBs
to basic tier customers would would scream if they have to pay more for
those
STBs.  So this could be a plan to make it possible for them to use the
CECBs
and get the cost of STBs they can't easily charge for out of their budget.
