Perhaps due to the demand and time sensitive nature, it is only the
totals that count. So a store would only be fradulent if more coupons
were turned in than actually sold. People are buying converters
without coupons, so this wouldn't be a problem. This could also be why
only a few of the larger national retailers were selected for the
program. I certainly would have liked to be able to use my coupon at a
Meijer.
