Horiz line at top of screen

I have an Olivia (Syntax) 32" LCD HDTV.  It has a horiz line at the top 
half inch of the screen on "some" channels.  It "moves" or "flickers" with

what looks like some sort of digital information in white. Not so much on 
HD but always on SD. Is there a way to adjust the vertical position on 
these systems so I can move this annoying thing out of sight or do I break

out the black electrical tape to mask it off??
