CC is line 21 as I said before. It has to be outside of the vertical
interval so that it doesn't get blanked. Nielsen AMOL places a line
both in and out of the vertical interval (line 20 and 22) for
tracking. See page 15 of

I don't know of any VITS (Vertical Interval Test Signal) inserted
after line 21. Of course it's alway possible for some junior engineer
to goof something up and get VITS into active video by mistake but
that would not happen very often.
