277 is the phase to Neutral voltage in a 480Volt Wye distribution.
(120 is also the phase to Neutral on a 208V Wye distribution)

277 V allows many more fixtures on a single 20Amp circuit. The limit at
120 V
would be about 12 @[EMAIL PROTECTED]
 2x8 foot or 4x4 foot  (80% rule almost always applies
in
offices/industrial)
 
All components need be rated for the higher voltage.
Most 277V ballasts are "power factor corrected" or are installed in pairs,
